We're pleased to announce compatibility with the New Jersey Wage Hub .CSV Upload requirement that go into effect on 8/15/24.

We have been working on writing the code to create this upload since 7/23/24 and had many questions because of what the instructions said to do versus what the .CSV template asked for.  No one from New Jersey DOL would respond to our emails and we were unable to get through by phone.

We were finally able to get through to someone, spoke to 2 different people in 2 different departments and spent 4 hours on the phone before getting these questions answered.

The upload do work as we just finished a remote with a customer going through the entire process.

Here's what we know about what's going on with the new DIR website.

Please use Help --> Check for Updates OFTEN, as we are releasing updates constantly as we discover problems with uploads to the new DIR system.  We are having to make modifications to things that have worked accurately and reliably since 2015!

If you are having issues uploading your certified payroll data into the "new California DIR website" - just be patient and let DIR get the kinks worked out!  Please contact DIR if you are experiencing issues with their website.   

When the notice back in February about DIR's plans to revamp the Public Works website services including the eCPR system, we immediately got in touch with our contact person at DIR.  We were assured that nothing was going to change in the actual XML file that CPS creates, the only change would be where & how you submit the upload files.

Connecticut Department of Transportation (CTDOT) has teamed up with the American Association of State Highway and Transportation Officials (AASHTO) and is now requiring ALL prime and subcontractors working on DOT projects with federal funding to submit certified payrolls into the AASHTOWare Project Civil Rights and Labor™ (CRL) Management System.  Sunburst is pleased to announce the release of compatibility for the AASHTO Certified Payroll Upload for Connecticut DOT.

Unfortunately, our software will not run on Right Networks

Hosting QuickBooks is tricky.  Each QuickBooks hosting platform is different.  Some offer dedicated hosting while other only offer shared hosting.  And the differences are like 'night and day', or like 'living in a palace vs a shared apartment'.

  • Dedicated hosting provides an exclusive physical server that is only available to you, nobody else is using the same server which is running only your applications, including QuickBooks.  This is equal to you having a physical server in your office.
  • A shared hosting environment in which your application(s), like QuickBooks, run on the same physical server (even if it has been configured as multiple virtual servers) with many other users is just that, ‘shared’ and the resources (processors, processor cores and memory) are also shared.

Unfortunately, we will probably never be able to release versions of our software that are compatible with QuickBooks Online. 
 
We have been waiting since 2008 for Intuit to provide the same features/functionality in QBO that there is in the desktop version and then of course if they do add the same features/functionality - they still need to allow 3rd party developers to access that data.

Having issues connecting our software after a QuickBooks Upgrade?  You could experience these issues with ANY currently supported version of QuickBooks Pro, Premier, or Enterprise 2021, 2022, 2023, and 2024!  Not all of our customers are having difficulties, but some still are - apparently Intuit has not resolved the issues on their end.

The WH-347 form was set to expire on 4/30/2021, however, the U.S. Department of Labor issued 3 temporary Form WH-347 Revisions before releasing the final version for use.

WH-347 form expires in 2024The expiration date is the ONLY major thing that has changed - the new expiration date of this form is 07/31/2024.

Illinois Department of Labor has released a new Affidavit/Weekly Statement of Compliance for their Certified Transcript of  Payroll Portal, replacing the one that has been required for years. Electronic reporting requirements initially went into effect on 9/1/2020.

Certified Payroll Solution for QuickBooks is now compatible with the Illinois Department of Labor (IDOL) Certified Transcript of Payroll Portal.  Quickly and easily complete the Certified Transcript of Payroll import template (xls) and the Fringe Benefit Affidavit (docx) files provided by Illinois Department of Labor (IDOL). Electronic upload/submission requirements begin 9/1/2020.  Paper reports will no longer be accepted.

Montana Department of Transportation (MDT) has teamed up with the American Association of State Highway and Transportation Officials (AASHTO) and is now requiring ALL prime and subcontractors working on DOT projects with federal funding to submit certified payrolls into the AASHTOWare Project Civil Rights and Labor™ (CRL) Management System.  The system processes contractors’ payrolls against the appropriate wage decision allowing for increased accuracy and timeliness.

You can create this spreadsheet with most of the data filled in by Certified Payroll Solution; however, there is NO WAY to provide this as a 100% accurate form that can be submitted due to complicated requirements. You will need to check this form carefully before submitting it.

There is a new XML upload format specified by Washington L&I which goes into effect on January 1, 2020.  We have completed the necessary coding changes to Certified Payroll Solution and have run through initial testing.

The City of New York - Office of the Comptroller - Bureau of Labor Law has released a REVISED/UPDATED Certified Payroll reporting form, which went into effect IMMEDIATELY upon the release of the revised form.

This updated report includes 2 pages of instructions, that MUST BE PRINTED AND SUBMITTED when you submit the actual report.

Earlier this year, New Jersey Governor Murphy enacted the Diane B. Allen Equal Pay Act an gave the actual certified payroll reporting form an overhaul. 

Now, the New Jersey Department of  Labor (NJDOL), Division of Wage and Hour Compliance has made major changes to the Statement of Compliance.  Among the changes to the form, there is now a section (table) requiring that where the fringe benefit due employees is paid to approved plans, funds or programs (rather than to the employee in cash), contractors must MUST indicate which part of the total fringe benefit amount was paid to each of the following plans/funds/programs:

  • health/welfare,
  • vacation/holiday,
  • apprenticeship/training,
  • pension
  • and "Other" - which you are required to explain. 

The form also requires that for each plan/fund/program, the contractor must include the hourly rate paid,  the name and address of the fund, plan or program administrator, the USDOL benefit plan filing number or EIN, and any third-party trustee and/or contact person. 

No other state (to date) requires contractors to submit THIS MUCH information.
